Problem
Kosovo needed a defensible economic case for energy-efficiency spending, aligned to EU and Energy Community obligations, that ministries and donors could act on rather than argue about.

- Integrated CAPEX/OPEX model across the programme portfolio
- Quantification of energy savings and CO₂ reductions
- Macroeconomic multipliers for fiscal and employment effects
- Marginal Abatement Cost Curve
- Data validation with ministries, the regulator, utilities and municipalities
Output
Decision-ready dashboards, a KPI scorecard and a MACC supporting policy design, tariff reform and investment prioritisation.
