The reason for another one is not that we are local, multidisciplinary or independent. It is that the handoffs decide whether a decision survives.

Why FlowOps exists

Energy-transition decisions are routinely fragmented across disciplines, and it is the handoffs between them that determine whether a decision survives implementation.

A strategy the grid cannot absorb. A feasibility study that dies at permitting. A retrofit operated by people who were never part of the design. Each failure crosses a boundary that most firms are structured to stop at.

The principle

Energy decisions that survive implementation. Not a slogan — a working constraint. A recommendation is only finished when it holds against the system that has to carry it, the rules that govern it, the economics that fund it and the people who will operate it years later.

That is why our work is organised around six stages — and, more to the point, around the five interfaces between them. The stages are where analysis happens. The interfaces are where it fails.

Each boundary in that chain is a place where analysis is handed to someone with different training, different constraints and a different definition of success. Work that only holds inside one stage is not finished work.

Where we are rooted

FlowOps Energy is based in Kosovo and works across the Western Balkans. That is the centre of gravity: the terrain, the grid, the institutions and the regulatory context our work has to survive contact with are the ones we operate in directly.

We also work on assignments in the United States, led by Saad Khan as Head of Operations and delivered with our strategic partner Kavaan Energy. Several of the core team carry international experience spanning Europe, Central Asia, Africa and the United States — applied to problems inside the region rather than the other way round.

What we stand on

FlowOps Energy was founded in July 2025. The firm is young; the people are not, and the methods are not. We keep those three things separate rather than blending them into a single implied track record — partly because it is accurate, and partly because anyone senior enough to hire us can tell the difference.

  • Firm delivery

    Work contracted to and delivered by FlowOps Energy since founding. Client engagements under confidentiality are described by scope, never by name.

  • Expert experience

    Assignments our people led before FlowOps — for UN agencies, foundations, regulators, utilities and industry across Kosovo, Europe, Central Asia, Africa and the United States. Held by the individual, not claimed by the firm.

  • Methodology & tools

    Models and instruments we built ourselves: integrated resource planning, economic impact assessment, GHG inventory, building retrofit prioritisation. Ours to apply on day one of an assignment.

Where a client's name is bound by contract, we describe the work and withhold the client. Where an assignment was led by one of our people before the firm existed, we say so. We would rather be smaller and exact than larger and approximate.

    Renewable engineering and US-based collaboration in solar engineering, technical feasibility and project design. Kavaan's principal, Saad Khan, leads FlowOps operations in the United States.

    Engineering company. Brought in where a decision has to survive physical execution — the detailed engineering that sits between a feasibility case and something that can actually be built and commissioned. This is the Technical Feasibility and Implementation end of the chain, where an analysis stops being a document.

    Software development engineering company. Brought in when an analytical tool has to become software somebody else can run — moving a model out of a spreadsheet and into something an institution can operate, maintain and audit after the assignment closes. That handoff, from analysis to a system a client owns, is exactly where technical assistance usually fails.

Partners contribute specialist input at defined points in a project rather than acting as subcontracted capacity. Where an engagement draws on partner delivery, that stage is identified explicitly in the scope.

The team

Seven disciplines — law, policy, power systems, electrical and structural engineering, rural development and stakeholder research — so a decision can be followed from regulation to operations without changing firms.

The name

A coincidence we happen to like: foe is also a unit used in astrophysics for 1051 ergs — 1044 joules — approximately the energy scale associated with a supernova.

International perspective

Kosovo-rooted, internationally informed. The firm draws on energy-systems education and professional exposure outside the region, applied to problems inside it.
