The bench

Seven disciplines, assembled so a decision can be followed from law to operations without changing firms.

01 · Power systems · Policy · Transition strategy

Shend Boshnjaku

Founder & CEO

Energy-transition and power-systems specialist with more than nine years of experience supporting institutions, development partners, utilities and private-sector stakeholders across Kosovo, the Western Balkans and the United States. His work combines power-system planning, renewable integration, energy policy, economic modeling and implementation strategy.

02 · Electrical systems · PV · Energy audits

Kreshnik Boshnjaku

Senior Electrical & Energy Engineer

Electrical engineer designing and supervising electrical installations on projects across Kosovo, Albania, Germany, Kazakhstan, Libya, the DRC and the United States. Currently a specialist planner in building electrical engineering in Germany, working on power and cost calculation, technical drawings and execution design; previously ran electrical delivery on a multifunctional centre in Astana and managed an electrical contracting business in Prishtina. The span matters here: he has designed systems, and he has been the person answerable when they were built.

03 · Structural assessment · Retrofit · Seismic

Dr. Bledian Nela

Structural & Building Engineering Expert

Structural and conservation engineer holding a PhD from Sapienza University of Rome and an advanced masters in the structural analysis of monuments and historical constructions, taken with honours across Minho and Prague. His consultancy work spans investigative testing on existing structures, structural assessment, strengthening design and tender documentation for engineering firms in Rome and Kosovo, alongside teaching structural performance of historical masonry at Sapienza. He is the reason a rooftop PV or retrofit proposal here meets a real load path rather than an assumption.

04 · Energy law · Regulatory research · EU alignment

Elona Kurti

Legal, Policy & Project Research Associate

Lawyer and researcher working where energy decisions meet legal and regulatory reality. Her background spans an LLM in Advanced European Studies in Law, legal practice, legislative and policy analysis, European integration research, and applied research on Kosovo's energy-market liberalisation. She also carries project proposal preparation, implementation support and coordination — the work that moves an analysis from a document into a funded programme.

05 · Institutional operations · Facilities

Adnan Boshnjaku

Senior Technical Services & Institutional Operations Advisor

Senior technical-services and institutional-operations professional with more than two decades of experience in public-sector facilities, maintenance, logistics and institutional operations.

06 · Agriculture · Rural sustainability

Hëna Boshnjaku

Agriculture & Rural Sustainability Expert

Agronomist and certified agricultural advisor working where energy, land and rural livelihoods meet. Her experience runs from assessing farmer applications against the legal framework at Kosovo's agricultural payments directorate to field advisory work under a Swiss- and Austrian-funded rural development programme. Rural energy measures fail for the same reason rural subsidy schemes do — the people expected to operate them were never part of designing them.

07 · Policy research · Stakeholder engagement

Mimoza Svirca

Policy Research & Stakeholder Engagement Associate

Political scientist working on policy research and stakeholder engagement, with an Erasmus+ exchange at Salzburg behind a Prishtina degree. She has built research methodologies and survey instruments, run desk research and thematic analysis, supported grant and donor documentation, and contributed to social-audit and local-governance research — the evidence-gathering and consultation work that determines whether an analysis reflects the institutions it is written for.

United States

Saad Khan

Head of Operations, United States

Kavaan Energy

Working in the United States

Leads FlowOps operations in the United States and directs Kavaan Energy, FlowOps's strategic partner for renewable engineering. His work spans solar engineering, technical feasibility and project design across US and Western Balkans assignments.

FlowOps is rooted in Kosovo and the Western Balkans, and works on assignments in the United States through this partnership. Several of the core team also carry international experience spanning Europe, Central Asia, Africa and the United States.

Technical & delivery partners

Organisations that contribute defined specialist input to engagements alongside the core team.

  • Kavaan Energy logo

    Kavaan Energy

    Strategic Partner — United States

Renewable engineering and US-based collaboration in solar engineering, technical feasibility and project design. Kavaan's principal, Saad Khan, leads FlowOps operations in the United States.

  • HidroIng logo

    HidroIng

    Technical Partner — Engineering

Engineering company. Brought in where a decision has to survive physical execution — the detailed engineering that sits between a feasibility case and something that can actually be built and commissioned. This is the Technical Feasibility and Implementation end of the chain, where an analysis stops being a document.

  • Rubik logo

    Rubik

    Technical Partner — Software Engineering

Software development engineering company. Brought in when an analytical tool has to become software somebody else can run — moving a model out of a spreadsheet and into something an institution can operate, maintain and audit after the assignment closes. That handoff, from analysis to a system a client owns, is exactly where technical assistance usually fails.

Partners contribute specialist input at defined points in a project rather than acting as subcontracted capacity. Where an engagement draws on partner delivery, that stage is identified explicitly in the scope.
