- A permitting and implementation pathway with the sequence that applies to this site
- A written answer on what to fix first, and what it is reasonable to spend to fix it

Commit the next tranche of spend against a named constraint, or stop early — before a study budget is spent on a project the connection will not carry.
What usually happens next
Typically tender or EPC support, lender-facing technical documentation, or re-running the assessment once the binding constraint has moved.
